Community Oriented Policing and Problem Solving - COPPS

Community Oriented Policing and Problem Solving is an evolving strategy that alters the fundamental and traditional ways in which the police fight crime and respond to other problems in the community.  It means having officers in neighborhoods working cooperatively with people to address the problems that have a disruptive influence on the quality of life in the city.

An important component of Community Oriented Policing and Problem Solving is the use of Problem Oriented Policing Projects (POP Projects).

POP Projects involve a process of identifying problems/priorities through coordinated community/police needs assessments; collecting and analyzing information concerning the problem in a thorough, though not necessarily complicated manner; developing or facilitating responses that are innovative and tailor-made with the best potential for eliminating or reducing the problem; and finally evaluating the response to determine its effectiveness and modifying if necessary.

Below you will find a brief synopsis of recent years' POP Projects.  This information is being provided to keep you informed of issues in your community and to promote a joint effort in solving these problems.

Location:            Mission Blue Dr./Guadalupe Canyon Parkway

 

Problem:            Citizens complained of vehicles not stopping at the red light travelling eastbound on Guadalupe Canyon Parkway.

 

Results:              Directed patrol was utilized to monitor and enforce any violations by patrol officers.  During the enforcement period, over five months, only two citations and one warning were issued.  Officers primarily reported no violations were observed.

Location:            San Bruno Ave./Santa Clara St.

 

Problem:            Citizens complained of vehicles not stopping at the stop sign during school hours, 0800-0830 and 1415-1500.

 

Results:              Directed patrol was utilized to monitor and enforce any violations by patrol officers as well as the deployment of the speed trailer.  During the enforcement period, over a month, only two citations and seven warnings were issued.  Since the enforcement period, a School Resource Officer assigned to the school will be present and continued enforcement by patrol will be utilized.

Location:            Mission Blue Dr./Checkerspot Dr.

 

Problem:            Citizens complained of vehicles speeding, specifically during the hours of 0700-0900 and 1600-1800.

 

Results:              Directed patrol was utilized to monitor and enforce any violations by patrol officers as well as the deployment of the speed trailer.  During the enforcement period, approximately two months, only six citations and one warning was issued.  Since the enforcement period, officers will continue to monitor the area and electronic speed warning signs have been put in place.

Location:            3800 Bayshore Blvd.

 

Problem:            Numerous complaints about vehicles parked along 3800 Bayshore Blvd. with vehicle code violations including expired registration, false tabs, no front license plate., etc.  In addition to complaints of people working on their vehicles in violation of Brisbane Municipal Code 10.24.070

 

Results:              Patrol officers monitored the area during their shift and issued citations and towed vehicles as appropriate.  Vehicles that were cited and in violation were brought into compliance.  No subjects were observed working on their vehicles.

Location:            Alvarado St./Visitacion Ave.

 

Problem:            Citizens complained of vehicles not stopping at the stop sign.  There was one reported vehicle accident involving a pedestrian as well.

 

Results:              Directed patrol was utilized to monitor and enforce any violations by patrol officers.  During the enforcement period, over a two months, only three citations and one warning was issued.  Officers primarily reported no violations were observed.  In addition, the accident involving the pedestrian was not as a result of a stop sign violation.

Location:            44 Inyo St.

 

Problem:            Complaints were received about a subject utilizing his home to operate a “mechanic shop.”  In addition, there were complaints of vehicles driving in the wrong direction (one-way street), and vehicles parked facing the wrong direction.

 

Results:              Patrol officers monitored the area.  The violators were either verbally warned, educated, or issued a citation for the appropriate violation.  The number of complaints from residents have reduced as a result of enforcement action in the area.

Location:            200 Block of San Benito Rd.

 

Problem:            Citizens complained of speeding vehicles coming downhill from Sierra Point Rd. to San
Benito Rd.  Hours of complaint are between 0700-1000.  The posted speed limit is 25
M.P.H.

 

Results:              Directed patrol was utilized to monitor and enforce any violations including the use of patrol officers, speed trailer, and a speed survey was also conducted.  No speeding violations were noted and average speed for the area is 24.38 M.P.H. based on the speed survey.

Location:            Bayshore Blvd./Valley Dr./N. Hill Dr./S. Hill Dr.

 

Problem:            Complaints were received about various commercial vehicles violating the California Vehicle Code as well as Brisbane Municipal Code 10.28.020.

 

Results:               Patrol officers monitored the area as well as worked with the California Highway patrol in conducting truck check points during this period.  During the opening of this project, 41 citations were issued, 9 trucks were taken out of service, and over 50 mechanical violations were observed and cited or corrected.
