Emergency Operations Plan

The Emergency Operations Plan (EOP) establishes policies and procedures and assigns responsibilities to ensure the effective management of emergency operations within the City of Brisbane. It provides information on the emergency management structure of how and when the Emergency Operations Center (EOC) staff is activated. It is designed to be consistent with Homeland Security Presidential Directive (HSPS-5), the National Incident Management System (NIMS), the California Standardized Emergency Management System (SEMS), and Incident Command System (ICS) requirements. This EOP organizes various departments and agencies into 21 emergency functions to facilitate planning and coordination prior to the incident.
