EIR Notice of Preparation
A Notice of Preparation (NOP) for the Draft Environmental Impact Report (Draft EIR) for the Baylands Specific Plan proposed by the property owner (Universal Paragon Corporation) was originally released in 2006. A revised NOP was released in 2010 to reflect changes in the proposed specific plan. In 2012 the NOP was revised to address a proposed water supply agreement for the proposed specific plan.
