C. Direct staff to submit the 2014 Annual Housing Element Progress Report to the California Department of Housing and Community Development (HCD) and the Governor’s Office of Planning and Research (OPR)

D. Adopt Resolution No. 2015-06 authorizing an Application for Non-Motorized Boating Facility Grant Funding with the State of California

VII. PUBLIC HEARING

A. Consider adoption of Resolution No. 2015-05 amending the Slip Fee Schedule for the Brisbane Marina

(The proposed slip fee increase will cover the cost of paying back a bond issue sold specifically for the upcoming dredging project. The proposed increase is 30% increase spread out over the next three years, 10% each year.)

VIII. NEW BUSINESS

A. Consider approval of the publication of the Notice Inviting Bids to complete a 2-year dredging project at the City of Brisbane Marina

(The City Council began an earnest discussion of the need to dredge the marina in the summer of 2013. The results of a subsequent bathymetric survey confirmed that initiating the lengthy process to complete maintenance dredging was indeed necessary. Bids would be due by April 6, 2015 so dredging could start on approximately June 1, 2015.)

B. Consider authorizing the Mayor to execute a first amendment to the agreement for professional services with Anchor QEA LLC for bid support and construction management during the maintenance dredging program

(The City and Anchor QEA LLC entered into an agreement for professional services in September, 2014 for permitting and design services and staff is now recommending the proposed first amendment to that contract for the next phase of the project, which includes bid support and construction management.)

C. Consider introduction of Ordinance No. 591 amending Chapter 13.04 of the Brisbane Municipal Code pertaining to “Sewer System”

(This Ordinance would update a fifty-year old municipal code chapter relating to sewer systems.)

D. Consider introduction of Ordinance No. 594, waiving first reading, amending Section 8.28 of the Brisbane Municipal Code regarding Noise Control

(The Council will consider amendments to the current code to help with the measurement of noise decibels to aid in enforcement of complaints.)

City/GVMID Action

E. Consider appointment of representatives for the City and the Guadalupe Valley Municipal Improvement District (GVMID) water systems to the Bay Area Water Supply & Conservation Agency (BAWSCA) and Bay Area Regional Water System Financing Authority (RFA) Appointments

(The Council will decide on who should represent the City and GVMID on both BAWSCA and RFA. Currently Public Works Director Breault is the GVMID representative and former Mayor and Councilmember Sepi Richardson is the City representative.)
