(The Council met on March 3rd and took testimony from citizens at the Public Hearing.
Due to the late hour, they decided to continue the Public Hearing to March 10th to take additional public testimony limited to two minutes per speaker, then to conduct their discussion and deliberations on the issue.  Please go to the City Council Agenda of March 3, 2014 to view the background material on this issue.)
