A. Approve argument in favor of increasing the Transient Occupancy Tax and make any proposed changes prior to submitting to the County for publication in Voter Pamphlet for November 3, 2009 election

C. Approve Resolution No. 2009-42 related to changes in the General Employees Association Memorandum of Understanding

(The housing element is the only general plan element that is required to be updated within a specific five year time frame, although that time frame has routinely been extended, usually because of state delays in providing the numbers upon which the Regional Housing Needs Allocation process is built. Council will review Planning Commission recommendations and give direction to staff.)
