VII.     PUBLIC HEARING

            A.     Consider adoption of Negative Declaration and introduction of Ordinance No. 507, amending the Sierra Point Development Agreement by extending its expiration date from December 31, 2005 to December 31, 2010

                     (In 1984, the City entered into a Development Agreement (DA) with the developers of the Sierra Point project area.  The term of the original agreement will expire on December 31, 2005.  The DA now applies only to the 5 remaining undeveloped parcels in Sierra Point, 4 of which are owed by Opus and the 5th is owned by Universal Paragon Corporation. Under the original development plan, it was contemplated that the 4 Opus parcels would be devoted primarily to office use and the UPC parcel would be developed with a hotel.  Opus and UPC applied for an amendment to extend the term of the DA for a period of 5 years to December 31, 2010.  The amendment must be adopted by ordinance in the same manner as the original DA.  The amendment would not make any changes to the approved land uses for Sierra Point, nor would the amendment pre
