            A.  Approve plans and specifications and authorize the City Engineer to publish the Notice of Inviting Bids for the Safe Routes to School Project.

            B.   Award the construction contract for the 900 Humboldt Block Retaining Wall Project to Drill Tech Drilling and Shoring, Inc. in the amount of $122,050

A.  Baylands Public Space Planning

      (This report outlines a recommended approach for the city to engage in a public space planning process for the Baylands Specific Plan.  For the purposes of this report and the related planning process, “public space” is intended to encompass a broad range of public uses including; natural open space, public plazas, passive and active recreational space, cultural facilities and institutional uses (such as a school or library).  Staff notes that the General Plan provides separate designations for “open space”, and “parks” as well as definitions and requirements for “open space” and “open area.”  While these are important distinctions and will be addressed through the process, it is recommended that a more holistic view of public space be taken at this preliminary stage.

      Based on city policy and community input, it is clear that the public space component will be critical to the overall success of the specific plan.  As was illustrated by the Project for Public Spaces workshops (Fred Kent), the creation of a successful public space or spaces entails much more than simply placing a designation on a map.  It is important for the City to have a comprehensive understanding of the principles and issues involved in designing, operating and managing successful public space as the specific plan process moves forward.

      At this meeting the City Council will receive this report and consider authorizing staff to schedule additional workshops.)
