(This item was discussed at length at the City Council Meeting of September 18th. Several edits were made and have been incorporated into this revised draft.)
(The purpose of this item is to save the City money by providing a financing mechanism which ensures the City has the most financing options available and uses assets it already owns to the fullest in order to receive the best rates available in the market place.)
(The purpose of this item is to provide for Reimbursement of Water & Sewer Capital Improvements from future Bond sales.)

DRAFT 2015-2022 HOUSING ELEMENT (Available at the Library, Community Development Dept, and at https://archive.brisbaneca.org/planning/2015-2022-housing-element [19])
(State law requires all jurisdictions to periodically update their General Plan Housing Elements. The next Housing Element cycle runs from 2015-2022 and the state-mandated deadline to adopt the Housing Element is January 31, 2015. Procedurally, the City Council is not considering adoption of the Housing Element at this meeting. Rather, the purpose is for the City Council to authorize staff to submit the Draft 2015 Housing Element to HCD review prior to its adoption by the City at a later date, which is a procedural requirement of state law.)
(The purpose of this item is to obtain Council approval for adopting a new chapter to the Brisbane Municipal Code that will generally ban the use of polystyrene food service ware by food service businesses.)
