In case you're one of the residents who, when checking on the status of your ballot, saw that it was listed as being from Precinct 5004, it's because Precinct 5004 was created in February of this year, as part of the County's general redistricting process. It is carved out of former portions of 5001 and 5002, which needed to be reduced in size because they were approaching the statutory maximum of registered voters per precinct. Precincts are consolidated on an election-by-election basis.  You can see the San Mateo County November 6, 2018 Statewide General Election Precinct Consolidations here and a map of all the precincts in Brisbane, including new Precinct 5004, here.  Note: The results of Precinct 5004 have been consolidated with those of Precinct 5001.
