F. Adopt Ordinance 596, waiving second reading, amending the Brisbane Municipal Code Title 15 to provide a streamlined permitting process for small residential rooftop solar energy systems

G. Adopt Ordinance 597, waiving second reading, increasing the number of Planning Commissioners and amending provisions concerning terms of office

H. Authorize the Mayor to execute an professional services agreement with Kitchell CEM, Inc. for a Public Facilities Assessment

I. Adopt Resolution No. 2015-35 granting approval for a joint sewer line serving residences in the 100 block of Tulare Street

J. Approve Second Amendment to Agreement for Professional Services with Anchor QEA LLC to provide Marina Channel Marker inspection and Agency Permitting Services

VI. PUBLIC HEARING

A. Consider adoption of Resolution No. GVMID 2015-01 adopting the annual budget for the fiscal years 2015-2016 and making appropriations for the amounts budgeted

(The City Council reviewed and adopted its budget in June of 2015. This resolution was inadvertently skipped in the adoption process and is on this agenda for adoption.)

B. Sierra Point Lighting and Landscape District

1. Hear Statement of Engineer of Record, Read Mayor’s Statement, Hear City Clerk Statement, Open Public Hearing to hear any testimony, Close Public Hearing

2. Consider adoption of Resolution No. 2015-32 overruling protests and ordering the improvements and confirming the diagram and assessments for Fiscal Year 15/16

(The purpose of this item is to complete the process via a public hearing for the imposition of annual tax roll charges that fund the Sierra Point Landscape and Lighting Assessment District, which provides for maintenance of landscaping, irrigation and lighting installed in 1989.)

C. City of Brisbane Local Stormwater Program Fees

1. Open the Public Hearing and take public comment. Close the Public Hearing, and if appropriate, overrule any objections to the imposition of fees related to the NPDES Program

2. Consider adoption Resolution No. 2015-33, “A Resolution of the City Council of the City of Brisbane Imposing Charges for Funding the Local Brisbane Stormwater Program, Authorizing Placement of Said Charges on the 2015-2016 County Tax Roll, and Authorizing the County Tax Collector to Collect Such Charges.”

(The purpose of this item is to provide a public hearing and consider imposition of annual tax roll charges that fund Brisbane’s Local Stormwater Program, which minimizes discharge of pollutants to San Francisco Bay in accordance with federally mandated permit requirements.)

VII. NEW BUSINESS

A. Provide comments regarding proposed letter drafted for Mayor’s signature regarding re-issuance of Municipal Regional Permit

(This item is to obtain Council’s concurrence on the comments proposed to be sent to the San Francisco Bay Regional Water Quality Control Board Members in reference to the pending re-issuance of the Municipal Regional Stormwater Permit.)

B. Consider adoption of Resolution No. 2015-34, a resolution of intention to initiate an amendment to the zoning ordinance of the City of Brisbane to require massage establishments intending to locate in a commercial zoning district to obtain a conditional use permit

(This item is to consider adopting a resolution of intention to amend the zoning ordinance such that massage establishments would need a conditional use permit in order to operate in commercial zoning districts.)
