VII. PUBLIC HEARING

A. Consider action to approve the issuance and sale of Water Revenue Bonds

1. Consider adoption of Resolution No. 2015-11 authorizing the issuance and sale of water revenue bonds to finance improvements to the City of Brisbane’s Municipal Water Enterprise and approving related documents and official actions

2. Consider adoption of BGVMIDFA 2015-01 authorizing the issuance and sale of utility revenue bonds to finance improvements to the City of Brisbane’s combined water supply, treatment and distribution and wastewater treatment and processing enterprise and approving related documents and official actions

(The Council will consider approval of documents allowing for the sale of bonds to receive money needed to pay for necessary water and sewer improvements over the next twenty years.)

VIII. NEW BUSINESS

A. Consider adoption of Resolution No. 2015-10 directing the San Mateo County Chief Elections Officer to conduct the November 3, 2015 Election for the City of Brisbane wholly by mail pursuant to the pilot program authorized by Assembly Bill 2028 if all other affected jurisdictions also request participation in the pilot program at that election

(The Council will consider participation in a pilot program for the County of San Mateo to conduct an all-mailed ballot election in November of 2015.)

B. Consider adoption of a proposed General Fund Fund-Balance Policy

(The Council will consider a policy to ensure the long-term financial stability of the City organization.)

C. Consider directing staff to establish a Vehicle Replacement Fund which will set aside funding to replace the City’s vehicle fleet and to transfer funds from the General Fund, Utility Fund, and Marina Fund to offset the unfunded liability in the newly established Vehicle Replacement Fund

(The Council will consider establishment of a fund to ensure City vehicles are replaced in a timely, cost-effective manner.)

D. Give staff direction on concept sketch for Brisbane Entryway Project

        SKETCH

(The Council will consider proposed sketches for an entryway beautification project and give direction to staff.)

E. Consider awarding the contract for the 2015-2016 Brisbane Marina and Entrance Channel Maintenance Dredging Project to The Dutra Group for $3,653,500 and authorize the Mayor to sign the agreement on the City’s behalf

(The Council will consider awarding the bid for the previously approved Marina Dredging Project.)

F. Consider appointment of Representative and Alternate to the Community Choice Aggregation/Energy Advisory Committee

(The County of San Mateo is proposing to form an Advisory Committee to provide input on matters relating to the formation, structure and governance of the Community Choice Aggregation/Energy Program and is requesting that the Council choose a representative from Brisbane to serve on that Committee.)
