IX. OLD BUSINESS

A. Consider authorizing the City Manager to sign a proposal prepared by RSBA & Associates to conduct a Hotel Feasibility Study for Sierra Point

(This proposal is to conduct a feasibility assessment for a full service hotel on Sierra Point. The assessment would address a variety of economic conditions that exist and are planned for the area and will provide a suite of recommendations for consideration by the City and the landowner, Universal Paragon Corporation (UPC). The cost of the proposal would be reimbursed to the City from UPC.)

X. NEW BUSINESS

A. Receive Final Draft of Brisbane History Book and approve publication plan

(The City Council Subcommittee has completed their review and submittal of their final edits for the history book. The 50th anniversary history book is now in final draft form which is being provided to the whole Council for final review. Staff is requesting the Council read the chapters. Upon final approval from the Council, the history book will be ready for a last proofreading and can then move to the design and publication phase.)

B. Review Sustainability Goals for the Baylands Project

(In January of 2009 the City Council created a Sustainability Committee, which currently consists of five members: two council members, one member each from the Open Space and Ecology Committee, Planning Commission, and Parks & Recreation Commission. The Committee met numerous times with a consultant to develop the document.)

C. Consider approval of Resolution No. 2013-12 establishing rules and procedures for City Commissions and Committees and introducing Ordinance No. 582 amending Section 2.20.030 and 2.20.040 of the Municipal Code concerning the Parks and Recreation Commission

(A Council Subcommittee has been working with staff to develop a set of uniform rules and procedures governing the operation of City commissions and committees. The proposed
Rules contain subjects that are not addressed in any of the existing bylaws or procedure rules governing the City commissions and committees. These subjects include responsibilities of the chair in the conduct of meetings, communications to commission or committee members, unexcused absences or failure to discharge duties, and procedure for reprimand or removal of a commission or committee member.)
