            C. Introduce Ordinance No. 577 amending Section 2.44.020 of the Municipal Code concerning location of City Council Meetings

 

            D. Approve Swimming Pool Energy Efficiency Analysis and Recommendation

 

VII.     PUBLIC HEARING

 

            A. Consider adoption of Resolution No. 2012-37 amending the 2012/2013 Master Fee Schedule to increase the aquatics fees

 

                  (The Parks and Recreation Commission recently reviewed a proposed increase to swimming pool fees and is recommending that an increase in the Youth/Senior Resident rate by $1 for drop ins and $5 for punch cards and monthly passes. Youth/Senior non-resident rates would increase $2 for drop ins, and $8 for punch cards and monthly passes. There would be a $1 surcharge for morning lap swim for al users and a $5 surcharge for people who buy a monthly pass or punch card. If a pass or punch card user doesn’t pay the $5 surcharge then each time the user would be at the pool in the morning hours he/she would need to pay an additional $1. The cost for Adult non-resident drop-ins would be $10 for weekend days in the summer.)

 

            B.   Consider introduction of Ordinance No. 566 amending Chapter 16.12, Tentative and Final Parcel Maps and Subdivision Maps, where required; Chapter 16.16, Tentative Map Procedures; Chapter 16.20, Final Map Procedures; Chapter 16.24, Park Improvements-Bay Access-Natural Heating and Cooling; Section 17.02.150, Condominium; and Chapter 17.30, Condominiums, of the Municipal Code

 

                  (The purpose of this ordinance is to update the Subdivision Ordinance so as to be consistent with current State law in regards to condominiums, dedication of land for park and recreation purposes, and passive or natural heating/cooling opportunities in subdivision design; and to amend the Zoning Ordinance to clarify condominium approval procedures and to revise the condominium development standards.)

 

            C. Consider introduction of Ordinance No. 574 amending Chapter 16.12, Tentative and Final Parcel Maps and Subdivision Maps where required, of the Municipal Code

 

                  (The purpose of this ordinance is to update the Subdivision section of the Municipal Code’s lot merger procedures to be consistent with State law.)

 

            D. Consider introduction of Ordinance No. 575 amending Chapter 16.32, Lot Line Adjustments; Chapter 17.08, R-2 Residential District; Chapter 17.10, R-e Residential District; and Chapter 17.32, General Use Regulations; of the Municipal Code

 

                  (The purpose of this ordinance is to update the Subdivision ordinances lot line adjustment procedures to be consistent with current State law, to clarify the zoning ordinance’s substandard lot provisions, and to amend the zoning ordinance to change dwelling groups from conditional uses to permitted uses in the R-2 and R-3 Districts per the Housing Element.)

 

VIII.     NEW BUSINESS

 

            A.   Receive report on follow up to Parking and Pedestrian Issues and provide direction to staff

 

                  (On October 9th, Mayor Lentz, city staff, and members of the community met to discuss the issue of pedestrian access in town. Many concerns were raised including cars parked and blocking access to sidewalks, vehicles essentially being stored on the street, impacts of beautification of the town. Enforcement of existing laws and ordinances were also discussed. The Council will discuss these issues, take any public testimony, and give direction to staff.)

 

            B.   Consider directing the Parks and Recreation Commission to develop an ordinance which would provide a method to fund public art

 

                  (During the Parks and Recreation Commission’s discussion of the Sierra Point Guidelines and the public plaza the issue of a signature piece of art was discussed. Based on this a Commissioner requested the Commission pursue the idea of creating an on-going funding source for public art on Sierra Point, the Baylands, or for other larger scale projects. Councilmembers will discuss and consider directing the Parks and Recreation Commission to develop an ordinance which would provide a method to fund public art.)

 

            C.   Consider authorizing the City Manager to execute a License Agreement with Seven Mile House Sports Bar & Grill to use a portion of the public right-of-way adjacent to the bus stop improvement project for outdoor dining

 

                  (The 7 Mile House Sports Bar & Grill has requested permission to use the sidewalk area in front of their restaurant for outdoor dining. This area was recently upgraded as part of the Bayshore Bus Stop Improvement Project and includes a new sidewalk approximately 12 feet in width. The proposed outdoor dining area would utilize 7-feet wide strip of the sidewalk in front of the existing restaurant, maintaining a clear sidewalk width of 5 feet for public access.)
