VII. CONSENT CALENDAR

A. Adopt City Council Minutes of July 13, 2009

B. Adopt City Council Minutes of July 20, 2009

D. Approve Monthly Investment Report as of June 30, 2009

E. Approve Co-sponsorship for the Mother’s of Brisbane and Silverspot Halloween Party on October 31, 2009 from 5pm to 8pm at the Community Center

F. Adopt Resolution No. 2009-44 declaring certain property surplus and providing for the disposition of such

G. Concur with the Brisbane School District Board of Trustees’ anticipated award of the Lipman Middle School Landslide Repair Project to Top Grade Construction, which includes repair of the tennis courts in the bid amount of $63,278

H. Authorize the City Manager and Chief of Police to execute a Memorandum of Understanding (MOU) between the City of Brisbane and laws enforcement agencies in San Mateo and San Francisco Counties for records data sharing within the West Bay Information Sharing System

I. Adopt Resolution No. 2009-45 amending the current Memorandum of Understanding between the City of Brisbane and the Police Commander Association effective July 1, 2009 through June 30, 2010

J. Consider approval of the plans and specifications and authorize the publication of Notice Inviting Bids for the Crocker Prestressed Concrete Tank Rehabilitation

VIII. OLD BUSINESS

A. Review the two “Preparedness Phase” supplemental projects staff has recommended for further development and provide any guidance deemed necessary for staff to finalize projects for future funding consideration

(This Council will give direction to staff on moving forward with projects that could be funded before an emergency happens that would prevent impacts and aid in being prepared ahead of time instead of reacting to an emergency after it happens.)

IX. NEW BUSINESS

A. Receive draft document entitled “Guidance on Installing Rain Barrels on Residential Properties” and plans to make available to public and provide direction to staff

(Members of the community have contacted City staff with questions regarding residential rain barrels. Staff has developed a draft document to address these questions and ensure proper installation and use of rain barrels.)

X. STAFF REPORTS

A. City Manager’s Report on upcoming activities

-Approval of response letter to San Mateo County Grand Jury regarding the “Summary of Reversing the Upward Trajectory of Employee Costs in the Cities of San Mateo County”

XI. MAYOR/COUNCIL MATTERS

A. Subcommittee Report

B. Appoint Councilmember to participate in a Policymaker Working Group for the proposed San Francisco to San Jose section of the statewide high-speed train system

A. Conference with legal counsel regarding existing litigation; RGW Construction vs. City of Brisbane, pursuant to Government Code Section 54956.9
