A. Conference with labor negotiator regarding all bargaining units, pursuant to Government Code Section 54957.6

VI. CONSENT CALENDAR

A. Adopt City Council Minutes of May 3, 2009

B. Adopt City Council Minutes of May 4, 2009

C. Adopt Resolution No. 2009-22 finding a severe fiscal hardship will exist if additional local property tax funds are seized and additional unfunded mandates are adopted by the State of California

D. Approve the proposed planting plan for Fire Station 81 and authorize a supplemental appropriation of $4,000 from the General Fund to pay for the cost to purchase and install the trees and shrubs

E. Approve Joint Powers Agreement with the San Mateo County Pre-Hospital Services Provider Group reaffirming membership

F. Approve Joint Powers Agreement with the San Mateo County Pre-Hospital Services Provider Group to provide Countywide Automatic Aid and Full Boundary Drop

VII. PUBLIC HEARING

A. Hear any protests on the Weed and Flammable Waste Abatement notices that were sent to property owners to comply with the City’s program to reduce the threat of fire created by weeds and flammable wastes located on private property and give direction to enforcement officer

(In April of 2009, the City Council adopted an ordinance establishing a procedure for the abatement of weeds and flammable wastes that create fire hazards where the property owner fails to do so, and that enables the City to recover its abatement costs through the levy of an assessment against the property on which the abatement work has been performed.)

VIII. NEW BUSINESS

A. Consider proposed rate increase for solid waste collection and recycling by South San Francisco Scavenger Company

(This action will implement the annual rate increase for solid waste collection as provided for in the Franchise Agreement between the City and the South San Francisco Scavenger Company.)

B. Update to the Housing Element of the General Plan

1. Receive information from Community Development Director on recent Green House Gas emissions and climate change studies

2. Review the background materials, discuss the options to satisfy state housing law, including the Regional Housing Needs Allocation (RHNA) and provide direction to staff for the update to the housing element; and Review the matrix chart of the goals, policies and programs and provide direction to staff on any changes Council would like to make

(The housing element is the only general plan element that is required to be updated within a specific five year time frame, although that time frame has routinely been extended, usually because of state delays in providing the numbers upon which the Regional Housing Needs Allocation process is built. Council will review Planning Commission recommendations and give direction to staff. Staff anticipates submitting a draft housing element to the state for review by early to mid July.)
