On the 30th anniversary of the Loma Prieta earthquake, Gov. Gavin Newsom yesterday announced the debut of the nation’s first statewide earthquake early warning system that will deliver alerts to people’s cellphones through an app developed at the University of California, Berkeley.  

The mobile phone app, MyShake, is available on both Apple and Android devices, and can provide seconds of warning before the ground starts to shake from a nearby quake - enough time to drop, cover, and hold on to prevent injury.

“Nothing can replace families having a plan for earthquakes and other emergencies,” said Newsom. “  And we know the ‘Big One’ might be around the corner.  I encourage every Californian to download this app and ensure your family is earthquake ready.”

Newsom announced the roll-out along with the Governor’s Office of Emergency Services (Cal OES), UC Berkeley, United States Geological Survey (USGS), and several state and local political leaders.

Kinder Morgan vs. NuStar Energy Facility

On Tuesday, October 15, 2019, a substantial fire ignited and burned for 7 hours at the NuStar Energy fuel storage facility in Crockett.  With the Kinder Morgan Tank Farm/Terminal located in Brisbane, this raised a lot of concerns in the community: Could the same thing kinder morganhappen here?  Officials from North County Fire Authority provided reassurance that Kinder Morgan and the NuStar facility operate differently.  For one, Kinder Morgan does not store ethanol in the quantity that the NuStar facility does.  The NuStar facility is also much larger, where the fire consumed 250,000 gallons of ethanol (which was only 1% of the affected storage container’s capacity).  The tanks in Kinder Morgan’s Brisbane Terminal primarily store gasoline, diesel, jet fuel and on-site capacity is much less than at the facility in Crockett.  

Another difference between the facilities is that the NuStar facility is tied to an oil refinery in Crockett; the Brisbane Terminal is not, as it is a storage and distributing facility, supplied via underground pipelines for distribution throughout San Francisco and the Peninsula.  According to the Department of Transportation, "Pipelines are the safest and most cost-effective means to transport the extraordinary volumes of natural gas and hazardous liquid products that fuel our economy."  The City of Brisbane has created a page dedicated to Kinder Morgan FAQs for the community to get more information about their operations, and inspection schedules  – North County Fire Authority has a response procedure in place to support and augment Kinder Morgan’s emergency response plan should there ever be an incident.  That FAQ page can be found at: archive.brisbaneca.org/kinder-morgan-faqs.
 

EV Promo from Peninsula Clean Energy

Peninsula Clean Energy is again offering a popular electric vehicle (EV) discount program that saves thousands of dollars for San Mateo County residents through a partnership with seven participating local auto dealers.  The program combines guaranteed savings from dealerships with Peninsula Clean Energy rebates of $1,000 for all-electric cars or $700 for plug-in hybrids.  The time-limited discounts are available from October 1 through December 31, 2019.

Buyers may stack these savings with manufacturer discounts and state and federal EV tax incentives, potentially saving an additional $10,800 or more per purchase. The program also offers significant savings on leases.  See www.peninsulacleanenergy.com/ev for details.

Preparing for a Public Safety Power Shutoff

With PG&E's Public Safety Power Shutoff (PSPS) events this week affecting 30 counties in the state, many of us have been thinking about what we'd do and how best to prepare in the event our power is shut off.  As posted by our friends at KQED, we found this to be useful and wanted to share with the community:

One thing we would like to note is that in the event of a PSPS, the City expects to meet its customers’ water and sewer demands.  We do have standby generators at all of our water and sewer facilities, so you will continue to receive water on demand from our reservoirs, and be able to gravity flow sewer to our lift stations.

Lastly, if you don’t yet have an air purifier in your home, you may want to consider getting one now when they are readily available.  Be sure to get one that comes with a carbon filter as that is what will absorb the particulates from a fire.  
 

Oct. 10 Kings Fire in Brisbane

Thankfully, yesterday's wind conditions were extremely mild at no more than 10 mph when a fire broke out on San Bruno Mountain at 10:50am.  As we watch the headlines coming out of Southern California, strong Santa Ana winds have resulted in a much different result after a fire broke out last night in Sylmar, the northernmost neighborhood of Los Angeles, which at the time of this posting, has burned 7.3 sq. miles and is 0% contained.

Named the "Kings Fire" by the Incident Commander, it burned 11 acres (about 8 football fields) and was quickly contained due to the firefighters that came from as far as Santa Cruz County Fire Dept. to help fight the grassfire, in addition to crews from North County Fire Authority, with Station 81 first on scene.  They all worked together extremely quickly to form two firebreaks which prevented the fire from spreading.

The request for a voluntary evacuation for upper streets was lifted by 1pm, with all roadways open by 2:30pm.  Two engines remained on-site last night to patrol the area.  There were no injuries to firefighters and no structures were affected from the fire.  The cause of the fire is still under investigation by CAL FIRE.
